Older citizen monitoring

This report provides insight into the HelpAge network's experience of older citizen monitoring (OCM) since 2002. OCM is a form of community based monitoring, where older citizens collect data on issues including access to social protection, and use this data in advocacy and dialogue with decision makers and programme implementers. The report provides an overview of the OCM approach, practical considerations, key challenges and recommendations, and case studies describing the results that OCM has contributed to. This provides valuable knowledge for agencies and stakeholders supporting social accountability initiatives and developing grievance redress mechanisms for social protection programmes.
